Full breakdown in design doc Section 2. ## Acceptance Criteria (vision-level) 1. Maintainer + design-lead walkthrough confirms "feels native". 2. axe-core ≥95% on design panel snapshot. 3. INP <200ms inside panel; cold-start ≤1500ms P95 verified per platform. 4. Keyboard-only flow recording without mode switch. 5. SR landmarks correctly narrated in VoiceOver/NVDA/Narrator. ## Implementation Plan Decomposed in design doc Section 2 + Section 4 (sequencing).
